Rita's Ice is a chain of restaurants all over the US. We ordered a vanilla/chocolate twist frozen custard ice cream here (for $5.71) and it was simply fantastic. It had a very rich and dense texture and that great thick feeling made it taste quite good.
The location we visited was right next to the Visitor's Center in Baltimore's Inner Harbor, but there are many other locations in other states in the US.
