The Empire-Fulton Ferry State Park

DUMBO is an area in Brooklyn that stands for "Down Under the Manhattan Bridge Overpass". You can get there by walking across the Brooklyn Bridge. It's an "artsy" area that is occasionally home to festivals. DUMBO also has a nice park called the "Empire Fulton Ferry State Park". It has some nice views of Manhattan, but really not all that much better than the bridge.

The area really isn't as nice as many areas in Manhattan, although it does seem to be undergoing some restoration and development at this time. There are new luxury condos going up, and with the influx of money, more development is sure to follow.
