Congress Hall is where the congress and senate sat when Philadelphia was the capital of the United States. The building is located near Independence Hall in a nice historical tourist park area.

Visitors are only permitted in the building as part of an organized tour. Tours leave every 20-30 minutes, and are free.

The building starts off in the main room on the ground floor. Visitors sit in the chairs and listen to a small speech that talks about the history of the building and what the room was used for. Unfortunately, our guide was very boring. The things he was saying were very interesting, but he had no enthusiasm or excitement, and seemed very tired. He forgot a couple things, and only mentioned them when prompted by questions.

After visiting the main room, the tour goes upstairs to visit the senate. The senate room is smaller, but more ornately decorated. The tour guide gives a small speech about the room, and visitors filter out at their own pace.

If you're in the area, I definitely recommend visiting this attraction. It has tremendous historical value, but it received a low rating due to the very poor quality of our tour guide.

The tour of Congress Hall is free. Tickets are not needed - just show up at the door, and wait in line until the next tour starts.
